In October 2009, the independent Committee on Climate Change (CCC) released its first report on the government's progress towards meeting the country's greenhouse gas emissions reduction targets.
The committee concluded that the significant emissions reductions produced by the recession could produce an over-rosy impression of progress and that a step change in the speed of reducing emissions was now necessary.
In order to get back on track, it recommended a number of actions from government including looking for new ways of encouraging investment in low carbon power generation, transforming the delivery of energy efficient housing, new incentives for renewable heat, a clear strategy for lowering car emissions and encouraging the take-up of electric vehicles and encouraging more use of public transport.
