Discussions are underway to revise the Gothenburg Protocol, which sets ceilings for a range of emissions to air, including ammonia, to be met by 2010. These discussions are expected to result in the setting of new ammonia emission ceilings (and for particulate matter) for 2020.
An annex to the Protocol sets out the technical measures that signatories (which include Canada and the US) can use to meet the current emission ceilings. A draft of the revised annex recently became available for comment. Discussions are still at early stages but the NFU has provided some initial comments on the revised technical annex ahead of serious discussions getting underway.
