Compost Quality Protocol Review

The Compost Quality Protocol defines the point at which compost ceases to be waste.  The Quality Protocol has recently been reviewed by the Environment Agency.  A revised version of the document can be viewed by clicking under "Related Docs". 

In short, the proposed changes:

  • Bring the QP layout in-line with the layout of other Quality Protocol documents;
  • Require that compost does not require any further processing, including maturation, for used in a designated market;
  • Require QP compost to meet any additional customer specifications which involve further processing;
  • Explains that only anaerobic digestate complying with the AD Quality Protocol may be input to a process complying with the CQP;
  • Include forestry as a designated market sectors;
  • Requires producers to keep records for a minimum of six years.

In our response we questioned the definition of "additional customer specifications" and "further processing" since these could make it difficult for composters to produce a compost that meets the "end-of-waste" criteria.  We highlighted our confusion around use of the terms "reprocessing" and "further processing".  We also questioned the need for producers to keep records for a minimum of six years.
