Manufacturer responsibility would mean that the companies manufacturing and/or importing non-packaging plastics such as silage wrap, crop cover and polytunnel film would be given a statutory obligation to fund the collection, recycling or disposal of the materials they place on the market.


The NFU has been generally supportive of the principle of manufacturer responsibility but do not feel confident that the model proposed by Defra would deliver genuine cost benefits to members. We also feel the proposals have arrived four years too late and have been superseded by the situation on the ground. To read or contribute to the NFU submission, download our draft response here.
