Are farm names and addresses personal data?

The article at the right hand side of this page discusses an Informaiton Commissioner decision regarding whether the names and addresses were personal data. If the names and addresses of the farmers were personal data then public bodies could decline to disclose that information in response to a freedom of informaiton act request.
