He said: “It was encouraging to see Phil Hogan extend the application window to June 15th.
“However it is clear that this pressurises the system which could lead to later payments. To subvert that possibility the Commission also need to think about relaxing inspection window requirements and relaxing fines and disallowances.
“It’s clear the UK is not the only country struggling to implement the new CAP so the Commission need to admit that their predecessors have over complicated the CAP and they need to do what they can to help unravel their mess.”
