Southampton to London Pipeline Project (SLPP)

Esso is working towards the replacement of a fuel pipeline serving Heathrow Airport, which runs between Fawley Refinery (Southampton) and West London.

This replacement pipeline is known as the Southampton to London Pipeline Project (SLPP).

Throughout March and April 2018, Esso consulted on six route options and in late May it announced a preferred corridor (route) for the pipeline, following more than 1,000 responses to its consultation.

The NFU arranged a meeting with SLPP team on April 16 and discussed the following programme:

  • Detailed engagement with landowners and occupiers will take place from June onwards
  • Ground investigation and further survey work will take place throughout the summer months
  • The statutory consultation will take place this autumn and alongside this Esso will look to secure easement options and voluntary agreements by the end of the year.
  • As a major infrastructure project the application will require a Development Consent Order following examination by the Planning Inspectorate in 2019

NFU South East Environment and Land Use Adviser Tom Ormesher explains: " The NFU's key recommendation to Esso is that as far as reasonably practicable, detailed meetings should be held with all landowners and occupiers substantially in advance of the statutory consultation in the autumn.

Reasonable steps should be taken to resolve any issues raised by our members before the scheme becomes fixed and impossible to change."

The NFU has arranged a further meeting with the SLPP executive team in early August 2018, in order to facilitate the ongoing consultation.

Mr Ormesher adds: "For this meeting we’re inviting all of the key land agents from the area, to ensure a level playing field in any future negotiations.
