In August 2022 the government announced that an Independent Review panel will look at labour shortages across agriculture, horticulture and the wider food supply chain.
The Independent Review panel will consider the challenges farming businesses face to recruit and retain the labour they need now and in the future.
The review panel has started its work and has launched a business survey to gather wide and rich data to help them understand the issues farming businesses face.

When will the survey run?
The survey opened on 24 October 2022 and will close on 21 November 2022.
Which sectors does the survey cover?
The survey covers all agricultural and horticultural sectors except ornamental horticulture.
How can ornamental growers make their voice heard?
The terms of reference for the Independent Labour Review excludes ornamental horticulture.
However we think that the voice and views of ornamental growers need to be known and so we strongly recommend that ornamental growers complete the survey in any event identifying that they have an ornamental business by using the box marked ‘other’ in Part 1 of the survey.
How long will the survey take?
